The gentleman from Texas did seem to go a bit word-salad there for a minute.

Also, does passing mean that Vermont casts theirs later? Not sure how that works.

Yeah, like how New York passed so that they could time it and have Trumps kids have the honor of having NY go over the top. The Clinton camp isn't doing that here I guess.
