Sutures take place of clothing/armor?

Before I report a new bug (I searched Mantis) are sutures supposed to prevent putting clothing or armor on that body part?  I'm guessing not.  I have a dwarf wearing only a cap, a crutch and a mitten on his right hand (only unsutured body parts).  All of his other body parts have sutures so you see the thread sewn into each body part.  He had a bad experience with a goblin archer.  Is this a bug?

Is this a military or a civilian dwarf? I've never had any issues with sutures preventing military dwarves from putting on their armor, but I don't think I've ever checked on civilians and clothing.

Also, do they have a working grasp?

I assume they do, since they have a crutch, but worth checking.

Can confirm, observed in danger-roomed dwarves. I didn't manage to get a cloak on all of them, an ear got torn and then the suture blocked wearing another cloak. Quite the irritant.
