The great capital of Luminaris, the City of Starlight and the heart of Thryla. This great city holds many mysteries--and it is up to you to unravel its greatest one.

It's 1890s London except it's not literally London, in a nutshell. Thanks for pointing out that I forgot some probably critical information, adding more details to OP right now.

Never played Pathfinder or D&D, so no real experience there.  PTW instead.

If this city is the main setting, we should know the main districts and their purpose, with hints of each of their culture.
The major groups operating within the city, their viewpoints, origins, and methods.
A map might help, however crude.

Sorry if I seem pushy, but info is needed if this is going to be where the game is set.

Ah, nah, it's alright.

So, um. I've added its own subsection under the "setting" section, providing a description of the city, a basic idea of the layout, the name of the mayor--basic things like that. I was thinking I would leave some of the more specific details; say--

I would disagree with leaving much - or in fact, anything - to local knowledge checks during character creation.

Knowledge of something out of character is not the same as in character, and you want to provide a solid basis to build characters off.

While deep details - "Yeah, the Hangman Alley Boys have a unique handshake that goes like this" - would be local knowledge, I wouldn't count is as needing local knowledge to know the Thieves Guild is a secretive organisation of thieves that has harsh punishments for trying to leave and is believed to be based in the docks. They're said to leave markings for each other.

Especially if this is more focused on characters than on rolling.

Added information on general opinions and habits of Luminaris's upper, middle, and lower classes to OP. Also added description of the workings of the local government (national government covered in world history section) and a slightly crude map of the larger streets and central areas of the city. Will add information on the police and criminal underworld tomorrow.

Um, how recent is the advancement and resurgence of firearms and the like? Is it feasible that someone could have been around to see things develop?
