Petitions stopped working

Hello everyone, i am playing my first Fortress in which i allow people to visit me.
When i began i had a lot of petitions and people which joined my fortress asked to become citicens after a while. Then it suddenly stopped, no one was asking anymore and all long term residents now have the thought : "worried after not being able to petition for citicenship"
its been like this for 8 years now, nothing changed after i increased my limit.
I noticed it after a while, it might have something to do with my nobles because 5 of my dwarfs inherited the Barn title in one year and my Baron died after a heroic fight against an necrosis inducing forgotten beast (i also found out 2 days earlier that my major was a vampire)

After that my first Mayor which is also the Duke of the place got voted for Mayor again.
Changing his Office hasnt changed anything, making someone else mayor hasnt change, everyone in my Tavern/Library/Temple is able to reach the mayors office.

Visits take place in order, and afaik only in order.  If Residents A, B, and C decide to petition for citizenship, then A has to petition first, before B can go, and then C.  If A gets stuck somewhere and can't make the meeting, then B and C have to cool their heels until A makes it to the office, even if they are capable of getting there.

Diplomats/liaisons may also hold this up if they are also trying to meet with the same noble but are stuck somewhere.  Has your liaison shown up recently?  Did the liaison get a meeting with the mayor?

Yes, my liason and the elfish one are showing up on a regular basis.
I had some guests that got killed during a Goblin atack, could that be a problem ?
Wonder if deleting the Inn/temple/library for a year would work.
Thinking about meeting areas, my dwarfs are also not arranging any parties and constantly complain about lack of decent meals and missin dining tables, even though i have great dining rooms on multiple levels hmmm...
I could provide screenshots or a short video if that would help

- Dwarves do not throw parties anymore. They disappeared with 0.42.X and the new needs systems.
- The needs system for food needs is working very poorly, so it's impossible to meet the food needs for 90% of your dorfs. That need is satisfied ONLY by eating/drinking one of the very few items on their "likes" list, and it's impossible to get most of these items. In addition, they're unable to target prepared meals that happen to actually include their preferred thing (raw greenery and booze seems to be targeted, though).
- Lack of tables comes from them selecting to eating where there isn't a free table, regardless of whether tables are available elsewhere. Also, table use is a 1-1 affair, as dorfs don't share, so 4 chairs around a table is sensible IRL, but not good in DF, as one dorf would hog the table and the other 3 would go without.

 I jsut noticed that the elvish diplomat is tlaking with one of the dukes of the fallen fortrese isntead of talking to the Duke of my Fortress or the Mayor.
I will try to get the king over soon, just to see if tht is changing anything

I deleted all meeting areas in the hope, the visitors will go away and i will see who is staying to find out if anyone is cusing the bug.
Instead of leaving the tourists just decided to go and wander through my whole fortress  >:(

Yes, there doesn't seem to be a way to get rid of visitors in an organized, non violent, way. When I tried what you did to get rid of visitors who'd overstayed their welcome with years (but I changed the zones to residents only, rather than deleting them), it took forever for the visitors to slooowly drift away, and two bugged one never left. When zones were again allowing visitors new ones arrived, but the bugged ones still kept drifting around, doing nothing. Unbugged visitors do leave eventually, though, but it takes quite some time. I don't know how to get rid of residents peacefully, though (I've never tried).

I did that one too at first but it didnt helped.
I Screenshotted all the vsitors, everyone that is still there in 3 years will be killed by my loal bloodcult, i mean presented as a gift to the god of the red ember  ;D

This worked !
I put all my visitors in a excell sheet, 2 years later i checked the names of all visitors currently in my Pubs and everyone that was still there got into an accident that was including a dwarf with a knife and red clothing and a particular lust for blood.
I started with the visitors with the most ragged clothes because i figured they were longer there and caused the problem.
It worked out in the end, after i killed the 4th guy another one got "attend metting" immediately and now i have Petitions again.
When you are trying to solve it this way, also check mercenarys.

Thanks! It's kind of a drastic way to solve the issue, but if it really helps I think I'll try this as well, sooner or later...
