Appearance: Appearance: (hmm.... yes, lets.) A blue topaz dragon, with spots of silvery white on her head. About 7 ft by 2.5 ft with 2~3 ft tail, about 5 ft tall. No horns, gold eyes. Large plate scales for torso, underbelly, limbs, and tail. Small flexible interlocking scales everywhere else. Wings ~7 ft wide 5 ft down. Smooth skin between wings. Very muscular. Has to be.
Personality: Ali is a thoughtful, smart, and decisive young dragon. Usually, she tends toward physical force as her thought out answer, and decisively attacks. A life in the more ruthless parts of the world gave her the ability to make hard choices, and do them with no hesitation. This worked... until the government started their once-in-a-lifetime clear out of the city scum.
An officer approached her, asking if she had any 'substance'. She'd replied that she didn't, but could get him some for a good price. Dangers of the world drove that price up, y'know?
On delivery, the dwarf told her to 'put her hands on her head and lie on the ground.' Not only was that extremely ignorant, as a dragon on the ground can still swing her tail, it was extremely stupid. Ali tore off the dwarf's head and ran outside, preparing to charge through the officers. She wasn't gonna relinquish her stock that easily. The police took heavy casualties, with over a dozen dead, but they finally chained her down.
And now? Conscription. Or as they told her, a new chance at life that she should be grateful for.

Paranoia: Ali's gained slight paranoia from her life, giving her -3 to all actions requiring contact or close proximity (2 tiles) to allies, -2 if she's within 3 tiles but not 2, and -1 if within 5 tiles but not 3, to all actions.

It costs 2 AP to make an ability. It costs 1 AP to add a level to an ability, granting it an additional feature if the damage formula is static, or increasing the damage if the damage formula scales with the level of the ability. Ability levels are capped at [level+1] (2 for a level 1 character.)
You may have a Basic Attack or Heal, and a Basic Defense. These may not have levels.
Basic Attack: Eviscerate (Melee, Active): Attacks adjacently for 2d4+Strength damage.
Basic Defense: Shadow Meld (Self Buff, Active): Melds into the shadows, allowing dexterity to be used for dodging, as 3*DEX%.
Throatripper (Melee, Active) (Level 1) (CD: 1): Ali swings a claw into an enemy’s chest, following up with a slash at their throat, dealing 3d4+1.5Strength damage, and cannot move this turn.
Bloodclaw(Melee, Active) (Level 1): Ali dashes and strikes with a claw. 2d4+Strength damage, gains ALVL*2, extra movement which must be used before attacking.
Deathgleam (Ranged, Active) (Level 1): Shoots a beam for 2d4+Synergy damage.

A standard damage formula is 2d4+STAT non-scaling (that is to say, you have to add each subsequent d4 yourself) or (1+ALVL)d4+STAT scaling.

Summons require a statblock like players, but they have much less available, statistics-wise.
