You are correct, I should have said "inactive" while awaiting Architecture instead of "suspended" while awaiting Architecture.  However, I have been trying to get them to build this Bridge for almost two seasons.  Even at the lowest priority, shouldn't they have finished it by now?

Try to activate masonry in said mechanics.

Most of the time I need masonry as well as architecture to complete buildings.
(which is whyx most of my dwarves that I want to use for building constructions have both activated)

I have yet to need Masonry on my Building Designers for any other construction.
