minimum dwarves to have full features

So I was glancing through nobles wiki page and I saw monarch needed 140 dwarfs in order to unlock and it got me wondering. What is the least amount of dwarfs I can have and not miss out on any features. I have finally got myself comfortable with playing the game so now I am working on getting better at managing my FPS so knowing the least amount of dwarfs I need would be very helpful with that.

Also on a side note what is the max nobles you can have at a time, I know some cancel each other out.

In theory you can get the monarch much earlier than 140 dwarves. If your monarch dies and you have the heir in your fort, or if your civ is dying and you are the only fortress you might get one of your dwarves inherit/declare themselves king/queen.
Assuming that happens the default threshold for sieges and titan attacks is 80 dwarves. But both of those can be lowered in either the init file or world gen parameters. As low as 20 dwarves I think.
Which makes the highest really hard coded position as the mayor (and captain of the guard) which is set at 50 dwarves.

All noble positions are listed here http://dwarffortresswiki.org/index.php/DF2014:Noble . By my count there are a max of 3 leader/royal nobles, 5 admin nobles, 2 justice nobles (who can lead military squads), 3 military leaders and as many regular military ones as you want. You can condense that a lot. All the admin jobs can be put one dwarf who can also be either a royal or military noble, and in theory all 3 royal positions could be one dwarf although realistically 2 is the best you can do.

You can also have a noble of another site living in yours.  For example, when a migrant inherits a position.  Their needs and mandates are just like your own ruler.  So if you're counting maximums, you can add in the number of other sites in your civ.

Also, not exactly nobles, but consorts can arrive as visitors and petition to stay.  I don't think their spouse will ever join also, but I don't know for sure that it's impossible.

There is a difference between getting a dorf selected as the new monarch versus the monarch arriving in that the monarch is supposed to have a retinue (I've never had a monarch arrive, because my civs have mostly been dead or dying, so I can't tell first hand).

Thanks everyone for the feedback, I was working on a council type room so I was wondering what size to make the table. Also as I said good for keeping in mind how big I would like to make my fortress to battle FPS death.

If you're making the table for actual use (as opposed to role playing reasons) be aware that dorfs don't share tables. An eating dorf will hog a chair as well as an adjacent table, and no other dorf can use that table (or chair, of course) at the same time.

If that's true, what does 'annoyed by eating at a crowded table' mean?

I would expect that to mean eating by a table without actually being allowed to use it...

That's a weird bug. Despite not being allowed to eat at a table, a dorf will path to one, eat next to it, then claim he's been eating at a crowded table? Funny.
