The Loli Dilemna. Is a loli soul only defined by body age, or is it different and linked to the personality ?

Also, what is the backstory of Scarlet ?
After the white hair revelation and the mention of "didn't mature past her apparent age", this is getting confusing to me. Is she truly 70~ year old or was she put in some sort of stasis, etc ? I have difficulties grasping her as a result of the "mysterious loli backstory"

Basically she took an "immortality serum" that stopped her biological aging (which would have also slowed/halted brain development) and made her body easier for the nanomachines she's got in her to reconstruct. She really is over 70, and her hair would just be a side effect of the serum.
