Yeah, Permenant Debilitations happen before being knocked out does usually.  Or at least Temporary debilitation.

Losing a block for whatever reason renders all skills above it Tier 1, or Tier zero if they are tier 2.

Tier Zero always loses in a contested roll of any kind.

So if you lose your Plasma Revolver, and you need it to perform your sacred dance of summoning the goddess of winning, then tough shit until you get it back, or get a new one.

Description: A very gruff and intimidating man, big, bulky, and tan-skinned, with a short gray beard and a constant frowning expression. Anything above his nose is almost invisible due to his cap hiding his face from view. Said cap is white, coriander-shaped with a flat top, and the front of it seems to have the word "Justice" in blue, with a crudely-drawn "NO" written above it, colored a reddish-brown. He wears an unbuttoned bleach-white coat with several pockets seemingly sewn on with whatever material he had at the time. Beneath the unbuttoned coat, he is shirtless, revealing his muscular body. He also wears blue combat trousers. These pockets are usually filled with maps, compasses, charts and other navigational items.

Whenever asked about his past, he either says "I don't want to talk about it" or "Fuck the Marines" depending on his mood, and refuses to speak further. He has a deep, intimidating voice, an intimidating figure, and is generally a scary man.
