What, as in you start out knowing about Brain Burst or knowing about its mechanics? If you want to be someone's Guardian, I suppose you can start as a level 1 who already got Brain Burst from someone else.

Anyway, the game starts shortly before anyone who doesn't have a Guardian yet and therefore doesn't have Brain Burst gets Brain Burst.
