Top choices for those would be Coastal America, (L.A., NYC, Miami, San Fran, etc.), Brazil, or South Africa. All of those countries are extremely heterogeneous and you can easily justify why anyone would be there considering they have so many immigrants and visitors, as well as a reputation for corrupt police and widespread gang violence which can be all sorts of fun plot-wise.
