Proposal: Rune magic works by codifying certain traits or properties written in divine language, and then pulling energy from the local leylines/background magic/True Source/etc to enforce these properties upon the objects so inscribed. Mundane stones, metals, and gemstones can hold more energy than other materials, in that order. More stored energy = more powerful enchantments. Active enchantments must have time to recharge after use, passive enchantments will slowly fade if totally isolated from magical power but otherwise require no upkeep beyond making sure the runes themselves are not damaged. It requires nothing more than a steady, precise hand and strong materials to function.

Propose the following basic traits:

Strength [1.5]: Is strong
Intelligence [1.5]: Is smart
Wisdom [1.5]: Is sensible
Endurance [1.5]: Is able to withstand physical stimuli
Dexterity [1.5]: Is quick
Specific [One of above traits] [Speciality] [1.3]: Has good <trait> when dealing with this situation. E.g, 'Specific Dexterity: Ocean'.

Each of the above traits can be upgraded by adding a +1/2/3 to the end, doubling the cost per tier.
Support

Extremophile: 1.3x
Craftsmanship: 1.5x
Nonmagical: 0.75x
Rune Magic: 1.2x

Propose: Cost multipliers stack additively. (Ex: The Keardai would cost 4E*(1+.3+.5-.25+.2) = 7E)

((You are misunderstanding the first part. His math is right, it is 4*(The multipliers added together instead of multiplied)
As in, normally it would be 4*1*1.3*1.5*.75*1.2 (7.02). He wants to turn it into 4E*(1+(.3+.5-.25+.2)) ))
