No it's not. The closest thing to it are the base costs for creations. I also checked the OP of the IC and the last Tick update but the only thing there are the traits that are being voted on and Innate magic.

I'm not expecting to create anything other than Original Droplets, so the trait costs on the lesser ones are kinda pointless.
Thing is, I thought of there being a max of 5E dedicated to creating the droplets, and here they cost little enough to be less than 5E for 17 of them.
