Well, I doubt it's based on Essence spent, as Axt still only has a cap of 20.

No, Munroe actually took out a loan for one of his creations, meaning he has spent over 20E :P.

Listed as a mechanic rather than Council rule. I would like to petition for its removal, actually. While its original purpose was to encourage activity, I think it gives too much an advantage to older players. Getting something on top of what one already gets (and possibly keeps for later) through the Essence use imbalances the game. In fact, I would suggest removing the Essence cap increases entirely. An old god is powerful not through Essence capacity, but through assets already created. The penalty for inactivity would be overflowing Essence going to waste.

One could argue that there is a risk involved in leaving oneself at 1E and killable, but if one spends that much Essence, part of it probably went to protecting oneself, and most players are peaceful yet vengeful enough that abusing the weakness would lead to retribution.

Only the last three in the list are marked as changeable by Council. I think the higher ones are meant to be discussed OOC. I don't know of the poll or what rules there were before it, as I only happened upon this thread today.

I won't deny that at all. Cim had what, 70E cap for doing practically nothing while giving off the idea that it was ruling the universe from the shadows? Clearly, something has to be done. But I think discouraging inactivity by allowing Essence go to waste would be more effective than rewarding activity more than its own worth and getting players to do pointless actions that add to the workload but not to the intrigue.

The way the current rules are set up means that we can change anything by council vote.

I don't think anyone *really* believed you ruled the universe from the shadows :P. You where just hard for Fusil to kill because you kept your head down and never ever spent anything.
