How to assign guest bedrooms?

If I accept long-term resident for the purposes of study, should I assign a bedroom with the library as meeting place? Or should all visitor bedrooms be assigned as Tavern? Or something else?

When you go to the locations menu, a library won't show assigned bedrooms. Only tavern shows the number of assigned bedrooms. This leads me to believe you shouldn't assign bedrooms to a library.

Rooms assigned to locations other than taverns (like libraries and temples) get claimed by random dwarves as though they were normal bedrooms. I made a bug report. Long-term resident scholars will pick a tavern room to stay in.
