I'm getting a bit bored of waiting, so I'll just make another character.
Mostly because I like doing so. I don't plan at all to use it.

Blocking Hood, a highly conductive hood, which lessens memory absorption by preventing the transmission of electric impulses.
Augments/bioaugments:
Dermal Galvanic Isolation, mutations which makes the skin have an abnormally high resistivity, even the air is a better conduction medium.
Conductor Pathways, mutations which make low resistivity pathways in the body.
-Ground Feet, one of the pathways is a ground circuit, directing the electricity to the ground, with a minimal amount going through vital organs.
-Ostium Circuit, one of the pathways leads to the mouth.
Chemical Reservoirs, mutation that generate and contain conductive gasses.
-Pressurized Reservoirs, these gasses are kept in high pressure, so they can spew it further.
Organic Battery, mutation producing electroplaques, for storing electric charge. These batteries are chiefly present on the back.
Tough and Scaly, mutation that gives higher resistance to physical damage.
-Armored Back, the scales are thicker and denser on the back, especially along the spine.
Tail, scaly lizard tail, helps balance. It's application as a weapon exists, but is not recommended.
Lightning Breath, spews conductive gas at someone, then negative electricity runs from the electroplaques through the conductor pathways, the gas, and into someone. At the same time, positively charges the ground, creating a circuit where the path of least resistance is through a target. Metal surroundings increase the chance of missing, the more conductive the metal, the worse the penalty.
Memory Absorption, psionics. When killing someone with lightning breath, or being close to an electrocution, Siv will absorb some memories, involuntarily.
Memory Ghosts, when absorbing memories, they appear in dreams, flashbacks to memories that aren't his, or as apparitions, in a range of different senses (touch, sound, smell, taste, vision, etc.). There's even times when he can talk with a ghost for several minutes until realizing nobody was there.
Lingering Ghosts, certain intense ghosts stay, and some have even done so for almost a decade.
Not Quite Stable, he is vulnerable to psionic effects due to his inherent instability.
Misc items:
Psychic Anchors, these items let him reaffirm his grip on reality for some time when he touches, sees, or hears them (if they hit a hard surface). But they have less effect if he uses them often.
-Worn Out Badge, from a Bobite police department, which he served at. Obsolete and illegal for him to own. Smuggled.
-Amulet, from his sister. He almost choked her to death when he first started getting Memory Ghosts. He wears it to remind him that not all the enemies are actually there.
-One Bullet. If Siv is experiencing a really intense occurrence of hallucinations, he will load this bullet into his gun and aim at his head. The hallucinations have always ended, so far.

A mutation of the Dragons, but appearing so shortly after that they are considered to be of the same generation.
The flammable chemicals replaced with conductive chemicals, and has electric circuitry to guide electricity where they want it.
They have the visual difference of thicker scales, especially on the back. They also tend to more grey scale coloration.
Description: Siv is from Bob, a planet of murderous mutants. He joined a police force at the age of 7, together with his family, who he worked alongside.
He gained the name Executor because he tended to volunteer to electrocute the worst criminals. He did this because it let him experience the target's past joys.
But as his psionic abilities developed, he started to absorb more and more memories, to the point where he did everything in his power to prevent people being electrocuted.
His first psionic ghost incident happened at the age of 9, after which his sister gave him an amulet, to prevent it from happening again. She also didn't tell anybody, until years later.
When deeply troubled with hallucinations, he often gazed into his badge, engraving it into his mind, by the age of 10, this was another of his Anchors.
At the age of 11 however, puberty struck, which made the psionic experiences even worse. To the point where he put his gun to his head, just to stop it. He did this frequently until he was 16.
He always used the same bullet when that happened, but he hasn't used it since his puberty ended.
Eventually, his sister did tell the others what Siv was doing. Years of mental instability, along with the many crimes he himself did. Which was mere weeks after puberty ended.
During puberty, he did many crimes, like substance abuse (none worked to get rid of the ghosts), killing innocent people, beating criminal to a bloody pulp, etc.
There were even cases where he had flat out became the criminals he had killed, but his sister always brought him out of it.
His family bargained with the rest of the police force, and Siv was given an ultimatum. Either be executed, or be exiled. He chose exile.
He harbors no hatred toward his sister telling them about what he did, if anything, he's angry she didn't do it sooner.
So now he's roaming the stars. He's quite stable at the moment, though he does speak to people who aren't there, in combat he's quite reliable.
Though that's mostly because he hasn't absorbed memories for several years.
This is also a check if this sort of character is acceptable. So I can know a bit more about the limits of what you'll allow.
Also, what penalty do I need to give him for having psionics?
I still don't intend to use this character.
