Literally Unlimited Minions is the very definition of an Independent, but has Strong Union Ties due to desperately needing to fulfill all the traits of being a hero.

Oliver is independent, but he does work with the Union on occasion due to them sometimes needing a detective for superpowered crimes.

Sera is definitely Union, having worked for them before she was a hero. Her first couple of actual heroics were as an Independent, being a spur-of-the-moment thing before she'd decided to be a hero and before she was registered as one.
