well, A. many of the people present, including both of our characters Elf and both involved in the duel are independent, so they never did pass union entrance exams. and then they're probably too overextended right now to care

Well, Oliver has the excuse of being an experienced hero (he's the guy who saved Sera and brought her to Toshiba, if you read both of their backstories closely) and is a regular worker with the Union anyway (a private, unaffiliated detective is always nice to have).
