The issue is that one of those is a full character and not just a character concept. Nicole would not be Nicole if she was also an Armored Rider and a Cyborg. At the same time.

Ahh, but that is the fun part, she becomes both of those at some part in her post-backstory, so it is still Nicole, but now she is an armored cyborg rider.

Cyborg is the hard part really. Nicole could feasibly have gotten an Armored Rider suit and cut wing holes in it or something.

Even if that was not an issue, there's the issue of balance. If it happened in-game that's one thing, but if it's in character creation then she'd have to be forcibly limited beyond what makes sense for Nicole as a cyborg armored rider.
