Completely on non-combat turns. Which only one caster even had a combat turn, Thrakor, who's regeneration outstrips his pool limit.
If anyone doesn't have full pool at the end of the turn, there will be a notification at the end of the turn.

Heydude attempted to initiate a combat turn, but that didn't really count.
