Noticing the added infrastructural prototypes lying around, along with the added benefit of steady and honest trade routes, the Republic began constructing additional supports and reinforcing their cities with the aid of the citizenry. Ship-bound marines began training in land warfare to supplement the land-based militia.
Avery was heard addressing the militia chain of command as rumors of the battle of [#23] spread from Imperial forces climbing their dead to strike at the pallisades, or using the corpses of the dead to ram down the gates, or even flinging their bodies at defending soldiers when they were sure to die. This had to be addressed objectively: "The Imperial forces are well-trained and disciplined, but they do not know the perils of the sea they claim their Gods to be! We cannot face them in direct confrontation--their zeal matches the smoke rising from the embers of villages and towns they pass; they drive themselves to death in fear of committing any 'sin' against their Gods, even if this means providing their own bodies as ladders over our fortifications. Thus so, we cannot utilize conventional tactics in a defense against them without the use of fortifications; we must acknowledge what our current enemy is today, so we can add to our understanding of tomorrow. Soldiers, women, men, and marines, treat whomever you capture in battle just as much as those who stand beside you--while the Imperial soldiers are blinded by those in the faithful hierarchy, this war will have the same warriors act as civilians when it is over. Show them the power of humane treatment: Commit battle only in skirmishes! We are not alone in our fight for an equal world!"
In dealing with additional matters of the state, word from the North by traveling merchants spoke of the 'plague' rising in the cities and towns of the Elves. With little to spare for themselves, Avery had to make a choice to dispatch the best of their naval fleet in delivering aid by sea to the north, inclusive with contacting their Dwarven allies: She hoped they were not too late. In addition, the blueprints they received about effective distribution and production of paper...on paper, were a valuable addition to their repertoire; now they could mass-produce paper rather than have it as a rarity and high-valued commodity.
She wondered why the Empire gave such a high demand with no return at all other than "heavenly penance". Were the Imperials not aware that the whole Republic worshipped the Lord of Sea and Sky? Perhaps it may be due to them treating the entity as a philosophy and guide instead of a deity to life by, perhaps.
