...That seems somewhat unreasonable for someone to be incapacitated for a whole phase.

Also, I recommend porting over the rules from the games over here so it isn't just a mass shooting by the Ultimate Soldier. Because currently there's no rules dictating that there's no killing more than one or two people, no rule against attacking "staff", no rule against destruction of school property, etc..

Yeah I intended to give that to you all in character via the e handbook.
I'd imagine if a murderer failed their murder phase it'd go back to explorative later and they'd wake up then.

Could you define the "phases"? They don't seem to neatly fit into the Danganronpa "Daily Life" and "Deadly Life" phases.

Explorative
And murder
Deadly life begins if a murder is successful which then goes to
Investigative and shifts into trial.

Example abiltys
Let's say I'm an ultimate burgaler or something
Explorative: able to find hidden passageways and enter areas normally inaccessible to other students with much less difficulty.
Investigative:Able to easily  snatch items from the crime scene as long as they can fit inside their pocket.
Murder:able to break into another's room by unhinging the door from it's frame.
Trial:Able to spot if someone is hiding something in their clothing.
