Yes and no...
The change was that sieges came from somewhere (rather than teleporting out of the void) and actually went to your fortress. This meant they might target something closer instead. They also reclaim sites in the two weeks between embark and reaching the embark, which means the 10000 goblin fortress closest to you might get replaced by a 40 goblin site even closer in the mean time. The bug, which caused invaders to fail to find their way to your fortress has been fixed in 0.42.X, though.
If you crave invaders, I'd recommend a pocket world where there is little risk of something getting in between you and the invader, or embarking right next to a big goblin site. Use Legends Mode (possibly exported and viewed with Legends Viewer) to determine which sites are strong and which are just barely holding together.
Pocket world are very poor at providing the visitors new to 0.42.X (1 total over half a dozen worlds) due to the sorry state of non goblin civs.
I 0.40.24 I frequently got goblin sieges ½-2 times a year after the initial build up, despite the pathing bug in pocket worlds (while many complained about not getting any, so I think my sieges were largely due to the pocket size and at least some amount of site selection).
Thus, examine your worlds carefully before embarking to ensure the features you want are likely to appear (visitors, goblin sieges, caravans, black tower sieges (recently nerfed), etc). Spend time on world and embark selection.
