Make glass windows all around the arena. They can watch just as well from the same level as from a higher level. This is kind of a no-brainer.

You can use gems for windows just fine. But it's expensive... IIRC, 3 gems for one tile.

You could also play around with bars, which are cheaper. You can build Vertical bars (be aware projectiles might pass through them), or even Horizontal bars (but I'm not sure if you can "link" them or if you need to alternate with normal floor...)

Bonus : You can make a soap colosseum !

Both variants can be incorporated into a StupidDwarvenTrick:
1. make secure VIP-rooms w/ glass windows for your nobles (same level as arena)
2. make open-air balconies for plebs (one level above, no additional security)

Thats what I wanted to do especially because the place downstairs is much smaller. But how would I keep my legendary guys (who I treat as nobles) from going upstairs and the other way around

Assign those VIP rooms as dining halls and assign them to the Nobles.

Building destroyers smash windows, I'm not sure what he's putting in the pit, but that could potentially result in alot of FUN.

Glass of all types provides Line of Sight.  As to blocking your spectators from trying to join, installing Floor Grates at the top is the simplest solution.

You can always assign them to a burrow that includes all the fortress, but excludes the balconies.

Oh man, I need to try building something like this.

Designate the entire 2nd floor as a tavern or something via a meeting zone. Build a food stockpile nearby to keep the dwarf tummies full and drunken and lock the doors of the colosseum. Should be foolproof, but the fisherdwarves outside will complain a lot unless you disable their labors.

innermost layer has glass second layer has fortifications that has an overhang at least so no one can climb over. should probably have roof over whole thing to prevent fliers from attacking dwarves.in adventure mode, I sometimes can and sometimes can't climb smooth walls. I can climb on fortifications and also jump through them.

The fortifications thing comes from creatures not being allowed to grab floors. A built fortification comes with a premade floor involved, so overhanging it past the wall sets up a ledge they can't grab.

No. A carved fortification retains a floor on top, while a built one is open (like the tile above a raised bridge). A floor jutting out one tile blocks climbing, while a wall jutting out one tile does not. A wall (or rather, a floor plus a wall, although two walls would work as well, if you went through the bother to build that) jutting out two tiles blocks climbing as well.
