Well. That throws a flying wrench into the image I had of Sillicon Valley.
Silicon Valley/SF seems like an obvious choice, but visa is really tough.
Silicon Valley is a hellhole right now. I really don't recommend moving here unless you get a senior job at somewhere like Google. The junior employees are being churned like meat and the cost of living has gone up something like 50% in the past year.
Cost of Living I can see going up because with all the money being focused on the area's tech companies who are swimming in cash.

As for the 'don't get a job unless it's a senior' position. Meh, Anything is safer (even though nothing is technically fool proof) when it's a seniour position.
I would recomend North Carolina who is sorta like Silicon Valley because they have this thing called the Technological Triangle or some such. It's basically where IBM, A research institue, and some fancy N.C University are located. The three hire/train a bunch of geeks from what I've heard of (this is in the internet though).
Another good place would be Miami, Florida. It's tech industry isn't anywhere near as strong but their are quite a bit of start ups and Miami has been trying to become like Silicon Valley but is still VERY infantile in it's phases. Everyone is excited for it, my college/other newspapers have published about the activity, and their have been some confrences about the idea. Now this is specific to coding.
In the IT front Florida in general is HUNGRY for geeks who can fix granny's cell phone issues. I'd like to say theirs space for more IT companies/consultancies but I'm not confident enough to say that. In general I just hear alot of good things about IT in the area and think that from the small experiences i've had in the field (although again small) it seems like a thriving buisness. Theirs just alot of need for people to fix grannys tech issues.
For Miami English AND spanish are good. English your fine in it seems but Spanish is sorta like a secondary language because the superb amount of cubans here. I've never lived in North Carolina though so I don't know what to say about it.
