Can the game auto-pause when an event occurs?

When the event shows up at the bottom of the screen is there a way for the game to auto-pause?

Also if one of my workshops is suspended how can I see the details of why it is suspended?  Thank you.

Yes, all the announcement behavior can be edited in announcements.txt.
If you search for the birth announcement, that pauses the game, you should be able to work it out from there.

Regardless of whether you auto pause or pause manually, the announcement window provides you with whatever info there is about where and why things happen. It's often possible to zoom to announcements, which may or may not be helpful (it will zoom to the dorf that spams haul cancellations, for instance, not the item that cannot be hauled).
You probably don't want to auto pause to excess (I remove a number of those), but you can tinker with it to find a level you're reasonably comfortable with.
It can also be worth noting that since pause and resume uses the same key, a lot of auto pausing will probably lead to a lot of collisions with manual pausing, so you try to pause manually, but DF auto pauses at the same time, so your action actually results in a resume.
