As Isa looked around, they noted they couldn't find any small things happening that he could intervene in. It turns out, walking down the street in search of crime wasn't the optimal way of finding it.
As Kyle searched for a hiding spot while collecting bits of metal, he noticed something. He looked up to see somebody jump across a roof. He then realized that was the guy who escaped first, and got his friend to blow up the bus.

Kyle looks around briefely before sighing. Maybe this guy could give him some direction if he talked to him. And it's not like DUP was in the city to hunt him down yet... He launches himself into the air with some nearby metal, using the rock in the building near by to carry him further up, before looking around the roof for the fugitive at the top.
