Can someone copy over the list of Infamous powers so I know what's taken? I know 'Electricity' and 'Power Copying' but that's it.

Um...Line of sight includes the Moon too.  But yeah, that makes sense I suppose, there's probably a range limitation.

Those others, what happens if someone runs through the edge of the portal?

No, sticking someone half through a portal and trying to close it would bounce them out on whichever side has more of their mass.

'Inside a person' isn't LOS anyway except under circumstances in which the person is probably already dead.

Taken powers include electrokinesis, cryokinesis and manipulating oil/fire (all Cole), manipulating neon, concrete, video (essentially digital hard-light or something) and something else I forgot, which are Delsin.

Delsin has power-copying and starts out with smoke/fire, IIRC.

So that might be the thing you forgot.
