Doubtful honestly you'd have to know it's happening within a few seconds and then figure out how to counter something that most people have never had to try to counter I'd think you'd need training or need to know what's going on before it's already in your head.

That kind of power has to be limited, at least in regards to player characters, otherwise it's godmodding.

Maybe it doesn't work on Conduits?

Well I'd imagine it's harder to do on conduits  but making them immune nah I'd imagine conduits could react and actually stop her by injuring her it would need concentration after all.

IC reasons aside, godmodding- taking control of another character, which is basically what your character does- is not ok.

How about I can't control conduits to do what I want but I can leave powerfull suggestions? Or maybe the GM could give people things to help counter me?

Hmmm well how could we make this work I'd imagine I could make the ability have to be rolled to be used on conduits for example I'd have to roll a 1d6 to enter your mind and another 1d6 to wrestle control of it and another if you try to resist.

Powers work differently on Conduits.
Like the Beast; it activates Conduits and kills humans, so maybe Locke's power takes over humans and influences Conduits.
