You can, as long as the +1 goes from 0 to 1 (1 to 2 would be 2 negative levels)

Your mission, should you choose to accept it, is to find this man and take him out. Sevastopol is a port where Russian rivals of the local Ukranian Mafia has been encroaching on the trade of heroin coming in from Afghanistan.

You are offered $10,000 for the job, half upfront.

You are offered a total of $40,000 for the pair, 20 grand each. You get half upfront.
