Considering the EU seemed happy about the idea of giving away fines for excess CO2 emissions and refusal to accept refugees?
They might as well consider giving away money to big business to keep them with you non kosher.
Especially if you keep in mind fines were given for stupider reasons in the past.

Ah yes, "things".
They can now legalize lead paint!

Those all seem reasonable reasons for fines

Though only sorta, because they will still need to comply with EU regulations to be allowed to sell anything to them. They just don't get to vote on what those things are now.

That's probably true, but I don't think there's any magical new options that have opened up because we've left the EU. We'd just be handing out money to businesses that could have been spent on other things.
Well... yeah? "Magical new option" meaning "doing things that are forbidden inside the EU".
Instead of being legally forbidden, they'd be politically forbidden. The international community has sway outside of the EU in what countries can and can't do before other governments start making their lives miserable for doing them. I mean, if you had a bunch of other countries willing to go to bat for you on the international stage (like the EU), or a really deep warchest (like the US) you could get away with doing them.

taxes/regulations
People do complain about the Union's red tape a great deal. If bypassing that isn't a goal of the brexit I'll be terribly confused.
And we've been explaining how the brexit is only going to add to the red tape. Um?

Hard to say whether Gove and Johnson would be in favour or against it.
