I .. Oh, I wrote 17 because you used 17. 23 is right.

I suppose I'll allow leader/mage mutli-classing for 4, but, unlike PCs, NPCs each only get one major action per turn.
Laborers have all laborer skills, for bookkeeping simplicity.

RAM! It's all up to you now, whether or not the expedition has a mage capable of building a beacon so you can contact home and trade (or possibly return home in the epilogue).

Jakthur sits down, opens a bag hanging from its hip, and carefully counts out its coinage into a pile on the ground then sets sheets of paper out in front of it. It then makes a list on a sheet of paper, speaking aloud as it does so...
6-one space-mage
2-one leader
.75-one carpenter
.75-3 labourers
.5-one soldier
2-100 food
1-50 materials
1- Telekinesis for the Underhanded(tome)

It then carefully stacks piles of money-equivalent on each sheet in turn then goes over them again scratching out purchase requests and then goes over them one last time, wrapping them each up in turn before placing them in a bag and carrying them over to a messenger and politely requesting "I think that I shall be needing these things, I should like you to arrange their purchase.". They then sit down with audible relief, apparently having forgotten one unit of purchasing tokens on the ground where anyone could claim it...

P.S.
 Now to wait and find out if my book is for the physically disabled, ethically disabled, or both...

Oh and summoner guy, tell your minions to bring samples of the local flora. We might have a use of those, when trying to grow food and medicine."
