There's this old-ish PC game called Urban Chaos (no, not the ps2 riot police game, an old pc game) in which you play as a black female cop fighting a losing battle against a rising crime wave in some city, and there's this weird partly mystical conspiracy involved in it or some sort, and she eventualy gets the aid of some sort of super hobo.
Anyway, the game has a nice combat system. You can use different guns and stuff, but the main part of the gameplay involve hand to hand combat, disabling and handcuffing people. When you get to play as the super robo, you get to strangle them instead of handcuffing, which is oddly fun :v! There's also a fair bit of exploration and stealth sections involved. You can climb on top of builds, drive cars around, arrest civilians for shits and giggles, etc.
People didn't seem to like it so much at the time it was released, but I liked playing it. Pretty nice game for its time, kind of a proto 3d grand theft auto thing.
There's also this one game called Street Wars, in which you manage some sort of real state company empire, and try to expand your influence over a certain area of the city and beat your competitors through all manners of underhanded means. You can literally corrupt the police, hire hooligans to break shit on your opponents turf, hire mafia assassins, thieves to steal stuff from enemies and all sorts of cool stuff. Got kinda challenging as you advanced, too. It also has a... Interesting art style and a fair bit of dark comedy involved. I might try to look it up on GoG.
