"Not-Empty" Minecart Departure Condition

It seems there's a leave condition for everything but a non-empty minecart. There are ones for empty cart, filled greater/less than increments of 25%, always, and timer. I expected setting it to greater than 0% to work as non-empty, but it is instead treated like always. It seems there's no way to deliver small loads without having a dwarf push the cart needlessly on a regular basis.

The typical use case is automated movement of single heavy items, such as transporting non-route-assigned magma-filled iron minecarts (only 8% each), or transport of perishables that would sit rotting in the minecart. The non-empty condition can then be combined with a timer to get the best world of avoiding both premature (more items to load) and empty departures.
