descriptive adjectives for voices

To vaguely identify speakers when they can't be seen. Can also add the speaker/singer/chanter's vocal characteristics to a performance.

I like the second part, about vocal characteristics affecting performances. A performance could be admired for its particular combination of vocal timbres and instruments and the spectators' tastes. Maybe something unexpected occurred that got dwarfs talking. The performance made the spectators realize something about their situation and changed them, united them, or divided them. Or maybe it was passé, a mere repeat, and the audience was not moved. Each performance could be a unique event recorded somewhere (by a journalist or engraver or figurine maker), detailing the program and how it was enjoyed. Such a log could be interpreted by players in stories, much in the same way engravings of enflamed dwarfs are interpreted as omens of doom (see Boatmurdered).

The first part of OP... when can a speaker NOT be seen? Confused here.

This happens all the time. You'll be walking down the road and suddenly from a building you can't see inside of  "Fuse-lobe eared swordsdwarf: Did you hear the one about the kobold and the night troll?".  How do I know what his ears looks like? How do I know he has a sword? How do I know he's a Dwarf? "Gruff-voiced male: ", "High-pitched female: " would be more appropriate.

Perhaps high observation skill (or tracking or something) could help you tell the difference between goblin and buffalo-man voices.
