This room is an amsterdam style coffeeshop that also has a creche.

Floor 422: A goblin retirement home. They constantly yell at people who visit them who aren't their family members.
They yell at the floor above to keep it down. One goblin, Ongong Snotincest, seems to know a lot about the tower and its seemingly supernatural origin. He's the only one who doesn't yell.

423: A rest stop for people who are trying to reach the top floor.

A man in the apartment here is constantly raging about how he missed the opportunity to make a drug joke on floor 420 in a forum game. He's loud enough to be heard 2 floors down.

Floor 425:
Home to a very loud nightclub, which serves an alien species similar to a squid, whose taste in music is akin to random computer noises played at the volume of a jet engine. Most of said squid aliens live on the story above.

Floor 426: An UFO parking garage is here for the squidlike ayylmaos.

427: This floor is completely trashed. There is black ash and burnt walls everywhere. It appears X-COM someone was fighting the aliens from the floor below.

A small public aquarium houses a variety of enormous microbes.

Floor 430:

On this floor, a jungle themed water park. And by water park, we mean, underwater park. One that services aquatic creatures from the floor above.

Floor 431:

A high-class society consisting of aquatic life in business suits. They all have top hats adapted to their size, and have very politically incorrect opinions on all the "lower" denizens. They often go swimming naked in the floor below when they aren't enjoying the different, mansion-like rooms.

Floor 435 is taking a summer to reinvent itself and take in the german industrial music scene. As such it is currently out at the moment, and you'd best be served nipping up to floor 436 which is probably there and almost certainly more interesting.
