One monkey frequently looks down at all the other monkeys from this floor. And occasionally flashes its backside at them, in secret.

This floor contains an infinite number of monkeys.  They are currently waiting for an order of an infinite number of typewriters to arrive.

Where all the NASA agents work. (Getting actors jobs, ensuring sportspeople get paid, managing real-estate transactions... Dealing with all the people who think the organisation is over-reaching itself into non-aerospace fields.)
