I deconstructed a rope that was attached to the dog.

The rope item remained attached to the dog.

How do I recover the rope?

You don't. Should have unchained the dog before deconstructing it.
Killing a dog in question may help.

You could try chaining the dog up again and unchaining it.  That might remove both sets of restraints from it.  I'd be a little surprised if it worked though.
