How to force miners that are idling to work?

So i got 3 miners that are idling that refuse to work, ho do i make them dig?

also i got 26 other idlers, and alot of jobs (putting gems/stone in stockpile) but they wont do it, do i have to take away meeting room or what?

Have you built/dug stairs correctly to where you are trying to mine?

Press V and place the cursor on the miners, are they "On break" or "Attending a party", "Praying", "Meditating" or somesuch?

Max out the priority on the mining jobs to ensure that your miners take them first instead of some (potentially impossible) hauling job.
