Have the peaceful civilizations begin forming trade routes with other nations, and have the bandits try their best to profit from this.

(6) the trade route is formed and bandits become a bit richer, They do not take Grim or Tebya's caravans mainly out of fear

Encourage more aggression from the bandits. Give them all the abilities of two humans combined, so that they are far more fearsome.
