I think the lore is basically you can do a lot of things, but you can't kill another deity forever without a divinity stone.

Valosh and Tebya were able to create a dimension after basically mashing their world spheres together.

I suggest using a powerful catalyst for big acts like dimension creation. A divinity stone, or mayhaps a powerful soul, would probably do it.
