Maybe going with Fuhrer was a very nonsensical idea, but we must decree a Title of sorts. Being just the "leader" will have the population will only see as a simpleton of a degree. Maybe something small like Field Marshal or Chief. Waiting for monetary income through foreign trade is a dream at this status. Disorder is riveting Kaythian, we have to figure out a way for gaining food immediately. Little back yard gardens will not feed a whole Village.

Animal Husbandry sounds like a good idea, but how many pigs, chickens, and cows do we even have? I say we enlist a some worth of Hunters/Scouts to score some game.

Added: I also wonder what Mineral/Ore veins we have at our disposal, besides Artifact veins. We could mine out some Felsite maybe and extract Iron out to repair the walls. Constructing outpost towers on the Walls sound good as well, have one at each perimeter tip. Maybe making a full time military apparatus in the future is a good idea, but we for now; we should stick with our Paramilitary Personnel Contracts. More cheaper and less expenses.

Lets be Lord Marshal of Discovery/Orbtensia.
I like Orbtensia.

Waiting for monetary income through foreign trade is a dream at this status.
The good news is we get an up front payment from the want to be tax collectors.

But im not sure if we should just raise more from the tax's.
Right now the projected income is 15,000k from the hearth tax (400 x 50 = 20,000- 25% = 15,000k)
And a lesser 1,500k from the wall tax (200 x 10 = 2,000- 25% = 1,500k) a total of 16500k vs 48,000 k in costs.

Disorder is riveting Kaythian, we have to figure out a way for gaining food immediately. Little back yard gardens will not feed a whole Village.
Tradeing? We can sell food at profit to the village if we bypass our tax's strong arm out the competitors.

Raiding?
We can try to take other's grain of steal there animals but this will need men.
Lets see what we can raise with a generous cut of the spoils.

The why there a tax to build it, and later maintain and man it for defence of the town.
Right now the tax is just to get them used to the idea of paying us tax's.
Later any near by reports of bandits real or not are a reason to raise the tax, 130k a year or 4 day's work each will be the next step.

What specific era of combat equipment does our Village have? If we are in the Gunpowder or Automatic firearm avenue, maybe outfitting our trusted Administrative Guard with any rifles. Never know if an ambitious Mercenary will try to undermine any Contract we levy against us through power struggle warfare.

If we do have Firearms, what is the commen calibre for our collective munitions? Hopefully it is 45mm or 9mm, maybe 7.56 at large if we're very lucky.

45mm! that massive, like tank gun massive.
Do you mean .45 inch?(11.48mm)

I don't think that we have many gun, probably a few muzzle loaders.

Hah, I forgot the decimal, but .45 calibre ammunition is good. Having Artillery Ordnance munitions is good thing to have though as well. Maybe we could construct some basic Howitzer Cannons for siege breaking.

I'd appreciate it if future suggestions are highlighted in bold. It was a bit difficult differentiating between discussion and actual suggestions for the upcoming update. Also, I'd once more like to emphasize being specific in suggestions. Things like "get weapons" aren't useful. Instead they shouold be like "go to X and contact Y and buy Z of _____ Weapons with a budget of ____", or "Go send X to buy Y weapons with a budget of Z."

Also, this turn takes place a week after the last update. I think I already said this, but expect most updates to be month-long, and for the actions to be played out during that month (so a turn represents a month of time, not a month after.)

Also, sorry, but I'm not going to simulate specific crimes. That's a bit too much for me.

Warfare in Kayth is conducted through a large variety of weapons. While swords and melee weapons dominate the field, combat mages are also a frequent site. Every self-respecting entity has a firearm regiment, but the prohibitive costs of the blackpowder used for ammo means that firearms aren't the most common site in battles, and the majority of fighting is still done at close range.
Artillery is the same. While many of the larger nations and cities own artillery, it's only used in desperate situations due to the extreme cost for every shot fired. Supposedly, the Mages' Guild occasionally experiments with magic-aided firearms and artillery, but thanks to a lack of any cheap small magical item that survives numerous shots to "power" the artillery, the experiments never work out.

But you're sure that there's bound to be some artillery and a decent amount of firearms on the black market. Just not at any price you can afford right now.


Year 0 Post-Collapse, February, Week 2. (1 Week since announcement)
Lord Marshall of Discovery

It's been one week since you announced your new status as Lord Marshall of Discovery. You also made it clear that the name's still subject to changes, as you've always found yourself very liable to change your mind later on.

Inquiries to former traders about where artifacts used to go yield an easy result. Since Discovery's the only source of Artifacts, they're in demand just about everywhere. But generally speaking, the larger the mage presence in a city, the higher the demand would be.
Sadly there are no apparent people wanting Artifacts in Discovery right now, so you're unable to offload them on anyone.
Reserving Artifacts for research is easy. The Mine is public property, so it's essentially owned by you, meaning that you can easily take a portion of anything mined there, even without enforcement.
You have two main options here. You can take a portion of things from the mine, which is a fickle concept, with people dodging their forced contributions, you not being able to control the artifacts, and more. Or you can basically fund the mine from the government, and pay miners a fee for each Artifact they discover.
The mine doesn't produce that many artifacts at the moment (it's rather small), but they're individually expensive. You estimate that you can easily set the funding of the mine to 4,000 Korth/Month without any need for enforcement (other than a single paid person to manage the operation. Their salary would not be included in the mine's funding.), and public approval. You can change the funding, but you may have to change some other things to to keep the mine operational.

Next you start to organize the taxes. Hiring the tax collectors was easy, due to how lucrative it would be. You receive four bids of 5,000 Korth each. These people essentially drained out their life savings for this opportunity. Tax income has already been collected, netting 9,375 Korth. Unfortunately, the relatively small middle class is complaining as they're apparently the most affected by the flat taxes. (as the rich can easily afford them, and the poor have had most flat taxes excused for them due to being completely unable to afford the taxes.) No actual public outrage yet, though.
Four Tax Collectors hired, 29,375 Korth received. Taxes will yield 9,375 Korth per month.

The criminal code doesn't go as well, though. The Garrison left a while ago after it was forcibly called on the Empire to fight some Revolutionaries, and never returned. Your only military are your three guards. With no one to enforce the law, you also receive no income from the law. But this changes easily.
You received 20 viable applicants from your recruitment drive, and hire 5, setting them to work throughout the city and enforcing the peace with the few weapons you have left. They're all fairly trained, but are also rusty with their limited experience.
5 Meager City Guard hired for 1,000 Kr/Month each.

Speaking of weapons, that's not a good situation right now. At the barracks where your new City Guard is based, you have a small amount of basic swords. That's all. Cobwebs are scattered across the places where the armor should be. As of now, you only have some iron swords. There's also the small internal "barracks" at the Administrative Center, but that's just a small room that your 3 Administrative Guard are based out of. Speaking of which, they have steel gear, but no extras.

An Administrative Guard is sent out to serve as a town crier. They're not really having much of an impact right now, and won't unless they're told to do something specific.

You sent out an Administrative Guard to check the status of the personal livestock. Looks like there aren't actually that many livestock, as most of the people didn't feel it was unnecessary. Overall, the Administrative Guard send sees 5 cows - 4 Female, 1 Male, and 3 pigs - 2 Male and 1 Female.

You consider doing more about the food situation, but some plans are only half-formed, and others you find yourself disagreeing with. Disagreeing with yourself. Somehow.

Before the end of the week, you take note of important people. Since the collapse, you've been doing everything (with the help of your Administrative Guards) in the Administrative Center yourself. Though it's easier with no one to report to. You don't employ anyone else at the moment, other than the people hired this week. You never really made any connections outside of the City, thanks to the City's small status. Your only real connection outside of the city was to your sister in the Capital, but you haven't heard from them since a couple weeks before the collapse.
There aren't that many important people in Discovery. You can name Justok Smith offhand. A wealthy merchant who ran several caravans before the collapse, and currently runs numerous businesses inside discovery. You've recently heard of Bateiok Labumat, a wizard traveling through Discovery who was essentially 'trapped' after the collapse, and finally, Thomik Lans. A former Empire General. He doesn't seem to do much, and you're not even sure if he's important, but that's an impressive title.
This was an eventful week, but people are still about to starve, and the crime situation has only lightened up a small amount.

Before going to sleep at the end of the week, you notice that you're overpaying the City Guard quite a bit. The Administrative Guard is like a small royal guard - elite soldiers that are well-paid.  You could get away with paying the Guard much less.
Also, you're actually bordering a river, surrounded by mostly grassland and a nearby forest. The Artifact Mine is within the town itself - near the center, in fact. Due to the nature of the Artifacts, they aren't mined in the same way as regular minerals. Though miners have reported seeing iron. Of course, that could be a misconception and they can easily be wrong.

Let's see about using the people we have... on the cheap.

Ask Justok Smith to act as a consultant on laws concerning businesses and merchants, such as currency policy, civil law and taxation.  It's not a full time job and we can add a prestigious title, so offer him a fee of 500 per month.

Talk to Bateiok Labumat about why he is here, what use the artifacts have and if there is anything he wants to do in town.  We need to know more about magic and the state of wizarding around.  Particularly who wants our artifacts.

We need to look into alternative food sources right now, fishing, hunting and plant gathering.  Send our guards to hunt for food with as many villagers as will come, ask Thomik Lans to lead them for the sake of everybody not starving.  Ask the villagers to begin fishing the river, spend up to 3000 on nets and other equipment, if it will help.

Announce that all free miners will need certification as a miner from now on.  All artifacts are to be sold through the government, but we will give a percentage of the sale to the miners who turn in the artifacts, try for 20% and see if that entices people.  The artifacts will be held by the government with their names on it until they are sold.  Miners will otherwise get a low salary per month.

I interpreted the mining policy as "if people are not interested, give them a wage instead." I took the figure I gave from last update as the price. Can be changed at any moment in the future.

Year 0 Post-Collapse, March, Week 2. (1 Month since last update)
Lord Marshall of Discovery

A crowd gathers around the new "town crier" as he begins to read out loud the first true edict from the Lord Marshall.
"From hence onwards, all non-administration miners operating in the local Artifact mine must turn their mined Artifacts into the City, which will hold the artifacts, and grant a commission of 20% of the item's value when sold."
Murmurs are heard amongst the crowd. Later, the town crier would return to the Lord Marshall and report that the people seem to dislike this idea. With the unlikelihood of artifact selling, and the small commission, many were worried their families would go hungry.
The next day, the crier returned with a different edict, replacing the one of the prior day.
"All artifacts acquired from the mine are to be seized by the City, and in return all miners will be paid a monthly stipend by the City for working at the mines."
The crowd takes to this better, and the discussion in the single tavern of the city later that day indicated popular approval.
Artifact Mine now funded - 4,000 kr/month expense added.
With the mine now funded, you're going to have to hire or assign someone to manage and 'enforce' the Mine. Otherwise you can have miners running away with artifacts and no one noticing.

Meanwhile, at the river, 6 groups of 10 villagers each head out to the river with 3000kr worth of new nets and fishing equipment purchased from local stores. Lead by Thomik Lans, the fishing 'expedition' is a huge success. While the equipment was used up in the process, plenty of food was harvested - enough to last 3 months. But this brings up another problem. Where will this food go? Without proper storage, the administration can't keep all the fish without it rotting away.
3 Months worth of food acquired (storage required); 3000kr spent.

A message sent to Bateiok inquiring as to his situation and the Articles has just received a reply. Bateiok starts by saying that he was inspecting the source of the Artifacts, and was a scholar in the Mages' Guild. He's frank about the Artifacts. "They're capable of so many things. We just need to find those things." He warns against the possible danger of Artifacts in the control of enemies, or even non-allies, and frequently extols their immense potential if studied enough. The only entity he knows that buys Artifacts is the Mages' Guild, which has been somehow keeping them a relative secret.
Bateiok doesn't really have much to say about the Mages' Guild. Just mostly things that you already know - they're the largest unified 'magical' entity in Kayth. Based in New Beginnings (which is the supposed Capital of the Revolution), the Guild historically has had a monopoly on most of the arcane across the land. Up until the collapse, that is. He ends his discussion on the Mages' Guild by saying something about the Guild "wishing to re-pursue their status held before the great collapse."
Finally, Bateiok includes a request in his letter. To be given direct access to the Artifacts. You'd have to choose how much to give him, and if to give him a reoccuring amount, but he obviously wishes to study them. In return, he promises to "happily become a part of your new administration" and to share all findings with you.

At the end of the month, Justok Smith strolls into your office after you requested him.
"Administrator! Or, should I say Lord Marshall? It's been a while." He says with a smile on his face. "The situation with your, well, former, higher-ups is a giant shame. But that's in the past." You motion to the seat facing your desk, and he sits down, putting his hands on his lap. "I saw your offer. To start off, I'd like to mention that my situation isn't doing too well at the moment." He seems to still be happily going along. "The collapse got almost all my caravans, and I'm only just sustaining on the income from my businesses around town." His facial expression changes to a slightly more serious one as he continues speaking. "So I'll one-up your offer. 2,500 Korth every month for a position as adviser regarding laws and economics. Though I mostly just care about the wage and "economics" part."
He sees your face and shows you some pieces of paper he'd brought beforehand - one of the fliers you printed to find the City Guard. "As a small gesture of goodwill, I'll tell you that you're paying these people too much. A person can easily live on 100kr every month, and if you add some more for extra loyalty, you can get away with paying your little 'army' 200kr for every soldier"

So, 20 men at 200k would be 4000, give our administrative guard 500k each.  That saves us 2500k a month, offer Justok Smith 1500k a month (or less?  We can afford to negotiate for a while) and pay 500k for a mine administrator.  Maybe hire 10 full time people to do fishing and fish salting for 1000k a month (total, 100 each) and hire on the general guy for 500k as well as a military trainer/consultant.

Not sure what to do about the artifacts, it sounds like we are sitting on a powerful source of industrial and military power... that currently no one knows how to use correctly or values.

Year 0 A.C. (After Collapse), April. (1 Month since last update)
Lord Marshall of Discovery

After a bit of negotiation, you manage to convince Justok to accept a salary of 1,500kr per month. You point him to a vacant office in the Administrative Center, give him a summary of the current situation, and he starts working.

...

Nothing too eventful happens as the month passes. People adapt to life without the influence of the old Empire, and grow warmer to your administration. Every now and again, your City Guard catch a petty thief, but report no serious problems. In a few places across Discovery, people speak out against this supposedly overbearing administration. Complaining about the effect of taxes on the relatively small merchant class (though most don't care about this) and the seizing of Artifacts from the mine. Yet life continues on as normal.

Justok easily handles the hiring of a group of ten people to fish as well as preserve what they get. Though in his report, Justok highlights the lack of any buildng to facilitate the preservation and to actually store the preserved fish that can't be immediately distributed. Though Justok does manage to get the Tax Collectors to gather data about the food situation, and presents the data to you later this month.
"Lord Marshall," he starts as he enters your office. "The data I've gained as per the food situation of Discovery is very worrying. If these people are to be trusted, we had enough food total for four months after we distributed the fish. But some citizens have taken to 'disappearing' their assigned food; pretending that it's been lost and keeping it for only themselves. This, combined with the inability to gather and preserve enough fish has lead us to lose a lot of food. By the end of may, we'll only have 2 months left before the villagers will start to starve." Despite looking rather detached, Justok takes a moment to regain his composure? Regardless of what he just did, he calmly continues. "There are numerous options available to us, however. First, we can construct or seize a building to use for preservation and storage of fish. We can also seize the vegetable farms. We could even potentially start or encourage larger farms outside the City. I'm sure the administration can find enough supplies, and the land is fit for farming. But we should be careful with fishing. This river is known to not have too many fish, and we don't want to destroy the fish populations."
Food report now available; 10 Fishers hired at 100kr/month each; 2 months of food left before starvation.

The attempt to hire Thomik Lans, the former General, goes poorly. Despite having no loyalty to the former Empire, Lans rejects the entire offer, citing primarily the pay. Though he has stated he'd be willing to spend a relatively small amount of time each month training your soldiers for the current offer of 500kr.

Near the end of March, the lone City Guardsman stationed at the entrance to Discovery brings someone (and their own escort) to you. Claiming to be a representative from the now-independance and nearby (large) farming town of Throughside. The man offers aid in the form of food in exchange for something from Discovery. He's quick to point out that "the cost isn't cheap," and that Discovery would have to provide the escorts. Before leaving to a local inn, the representative also mentions the possibility of further diplomatic relations between the two cities. He'll supposedly be here until you provide an answer.

The administrator of the mine reports that 12 Artifacts have been retrieved from the depths of the mine.
...
May 2nd, 0 A.C.
The door to your office opens, and a man accompanied by an Administrative Guard walks in. He nervously approaches your desk and states his name. His clothes appear very ragged, and his body looks as if it hasn't been washed in months.
"Lord Marshall, sir. Thank you for speaking to me. I come from New Borthia to give a warning: You're not safe. New Borthia has been conquering and harassing nearby cities in the name of the Revolution, despite spitting on the values that once made that very Revolution. I came here because my family and everyone I care about live here, and I don't want Discovery to suffer the same fate as the other villages. You should really look to the wilderness for your stealth ideas, it has been doing it much longer than you have after all. Take squids for example, that ink trick works pretty well, and in water too! So you just sneak into the dam upsteam, dump several megatons of distressed squid into it, then break the dam. Boom, you suddenly have enough water-proof stealth for a whole city!

As established earlier, we are sitting on a unique resource,  and someone has just arrived offering to trade if food. I think the next step is obvious. Meanwhile we should work on creating those large, village run farms.

We also need to expand our military,  both as a precaution against this conquering town,  and to act as guards for our trade caravans.

Anyone got suggestions on the specific details?
