Scenario 1:

Step 1: Develop incredibly precise methods of genetic engineering
Step 2: Genetically engineer incredibly infectious self-replicating airborne pathogen with 100% mortality rate
Step 3: Release pathogen in Madagascar and administer antidote to yourself
Step 4: Rule over the earth until you die of accident or natural causes, witnessing the end of human life and possibly all known intelligent life in the universe

As an alternative, replace the section of the pathogen causing death with something more benign, such as reversible sterilization. You now own the only method of allowing access to reproduction for the human race, and can sell the antidote to the highest bidder. You're now the most powerful person in the world, provided you keep anyone else from cracking your antidote formula.

Honestly though, ruling the world seems like too much effort.

Scenario 2:

Step 1: Go to Mars (or other habitable extraterrestrial planetary body)
Step 2: Declare yourself ruler of the planet
Step 3: Rule the world

Provided you have the means of survival, this seems like a far more enjoyable scenario. Get away from the idiots and start with a blank slate. Optionally, bring along sufficient hand selected population to begin sustainable reproduction.

I like the mars thing. IIRC, we could, theoretically, regrow the entire human population from a very small startnig group.
