For some reason the militia commander beat up an axedwarf.

Yes it's a thing. Likely the two got into a heated argument which escalated. Some dwarves do have the need to argue.

The axedwarf probably just showed up late to training, making everyone else wait. When I was in basic training the drill sergeants could get rather annoyed at that sort of thing.
