Depends, what would you want this hardware skill to do? I'm finding it hard to figure out. And it can, sometimes. Hacking is basically altering an existing system to what you want. So altering a firewall to let you through or altering the parameters of a robot so that it walks into a wall. Actual programming, eg. making something without there being an existing program would be different. Probably like roboson's computer tech skill.
