With the needs system dwarves pick up trinkets to wear, but they won't touch the junk piles of rings, scepters, crowns etc. of artifacts cluttering my craftdwarf workshops, and the only way to manually assign them would be usage of DFHack (unless you can assign them as military "armor"), and I doubt that would even count towards satisfy the corresponding need.
Kids play with artifact toys, so at least those artifacts have some use (although I doubt the artifact quality has any effect on anything except fire destruction).

I have not really looked into the behavior of the citizens if they actually pick up trinkets. 
Maybe because they hoard/carry mugs and mine carts alike to have time to picked other items. 

I just have a room for artifacts and it's noticeable that no citizen pick up trinkets up for use thus far.

My dorfs tend to have rings, crowns, amulets, and the like, and they satisfy a need from that. My gremlins have also picked up some trinkets. The artifacts, however, remain untouched.

im not sure if this is true but i read somewhere that a dwarf has to be a master in any weapon skill before they will pick up artifact stuff to wear unless you explicitly tell them to wear that exact item

Children play with the artifact toy boat I have.  I keep all the artifact crafts forbidden in a treasure fault, though, so I'm not sure if they would pick them up.

edit  Oh you already knew about the toys.  I'm way too tired to read properly.

I can confirm that citizens wear jewellery now. I have a savage embark that is over run with beasts and a  multi-million dwarf buck bone craft industry. Almost everyone of my dwarfs has bone earings/rings/crowns and a "has worn something fancy" happy thought. Next time I play I will see if anyone is wearing the artifact stuff.
