Feels like it should be a little faster. Or perhaps have some sort of mechanically-defined model for inertia so that it can't stop on a dime. Or both!

Every turn it moves 10 feet or more it has to move at least 10 more feet the next or take disadvantage on every roll to slow down?

No, just say that if it moves in a given direction d it has to move at least d/2 in that direction the next turn or lose that much move.

Actually, should definitely be faster. A carriage pulled by at least two horses seems like it should at the very least be faster than a jogging dwarf. Though I guess Momentum takes care of that in some respects.

Also, battlewagon seems like the superior name. The warwagon should be an improved steel-clad higher-CR version.

What about an unmanned warwagon?

...Actually while that was a smartass remark, the idea of a magically animated warwagon is pretty damn cool.

Next step up is hooking several warwagons together to make a wartrain, which is then enchanted to fly and become a skytrain. And then its siege weaponry is upgraded to spit fire, acid or lightning, turning it into a dragontrain.

No, you simply replace the horses with a dragon, and remove the cart altogether
WAIT
MAGICALLY ANIMATED DRAGONWAGON (aka a warwagon that looks like a dragon but you can fit inside)

If we kill a dragon, turn it's bones into a wagon with wings can I then cast animate dead on the skeletal dragon-wagon and have it fly us around?

Enchant the inside to be the same as a bag of holding! Infinite passenger and ammo/loot storage!

wait why not just use a regular wagon as a wagon of holding
then nobody goes "hey, let's rob that WICKED-ASS FLYING DRAGON WAGON", they go "ew, ordinary wagon, gross, who likes those" and leave

Quote
If living creatures are placed within the bag, they can survive for up to 10 minutes, after which time they suffocate.
Which, of course, is easily counterable with a Bottle of Air.

I'm not sure anyone will say "Hey, let's rob that dragon", but they do say "Hey, let's rob that wagon".
