Is it possible to create soldiers that are impervious or nearly impervious to goblin arrows, through a combination of non-adamantium equipment, stats and skills? Full set of master-crafted steel plate, plus legendary shield user, that sort of thing?

Get your own crossbow dwarves and equip them with full steel plate(to block or reduce the occasional arrow that gets through their solid wall of bolts) and place them in a thin corridor. Don't bother with fortifications, those are usually placed on the sides of a corridor, exposing your dwarves to enemy fire through the fortifications the second enemies become exposed to friendly fire.

Basically, counter their archers with your own. With enough crossbows, bolts, and a touch of luck, you'll have a hallway full of dead goblins and at most a few injured or dead dwarves.

I'm not too interested in setting up favorable terrain - there are no end of ways to kill a siege - just wondering if there is any conceivable way to kit out and skill/stat a squad such that they can just walk into arrow fire. I don't want to put in the years setting all of that up if someone else has done it and seen their ersatz tankdwarves get nine organs shot out by one arrow.

thats the great thing about DF.  even cyclops and dragons and things can have critical wounds done by a spear or arrow that lead to their death.

you can make dwarves neign invulnerable with mastercraft full plate and legendary skills - but the legendary skills are awfully tedious in adventure mode and even worse in dwarf mode.  and if you are very lucky (or if you cheat) you might get a full suit of adamantine to raise those odds...

but even fully kitted-out legendary adventurers can be dropped by a lucky hit.

No, but there is a secret magic ritual you can perform which will render goblin archers useless. To invoke the spell, draft some useless bum to be a dwarven sacrifice, assign him about 50 war dogs, and send him into the middle of the goblins. Once the ritual is complete the archers' quivers will have been magically emptied, letting you attack the goblins without having to worry about enemy snipers.

H'mmm. Would releasing a cage full of kittens in the midst of the goblins have the same effect? War dogs are valuable.

Hmm. If Dwarfort would be anything like real life, a number of frightened kittens would be much more of a distraction.
