[THROWING_CONTEST] tag for items

Worldgen throwing contests are way too indescriminate when it comes to what to use. Going by vanilla alone goblins regularly engage in whip throwing contests, and with mods the situation can get extremely strange. A token to flag which items and weapons can be used for that would really help to make things a bit more sensical.
