Description: Rather thin wiry man with no talents outside the hero field. He was never able to fight well due to his lack of physical prowess. He is, however, able to jump relatively far and control loose rubble and/or rocks. He dresses in heavy (as in pounds), light (as in spandex material) clothing. He also uses guns for his fighting. Though, he can also forego the guns and shoot rocks he's absorbed out of his hands.
Perks: Light Frame: Float like a butterfly, fly like a bird. When Rocker jumps, he can jump forty feet in a single bound.
Like a Stone: Falling with style. Rocker takes no fall damage from above 40 feet.
Rocky Handling: That was a pretty rocky start there. Rocker can levitate loose rocks and rubble as well as control them on a molecular level. Including this, he can absorb said rocks into his body.
Deadeye: For once I was blind, but now I can see. At the beginning of combat rocker can see up to one weakness an enemy has.
Flaws: Glass Jaw: I never could take a punch. Rocker takes +100% damage to all physical attacks
Heat Intolerance: And I though summer in Nevada was unbearable. Takes +50% damage if it is related to heat.

Skills: I got you bro: Together, we’ll kill them faster than a donkey in an asskicking competition. For two turns, Rocker reduces damage taken by his teammates by 30% and Boosts their attack damage for all types by 3 damage. It has a three turn cooldown (Active)
Rocks for Blood: Don’t take me for granite. Rocker absorbs rocks and rubble to either temporarily increase his health by up to (resilience level) points or to stop bleeding wounds. Cooldown for 1 turn (Active) (Resilience)
Rock Gun: I’ve never heard anything about stones and glass houses, personally. In the event of Rocker losing his guns or running out of bullets, he can absorb rocks/rubble and forcefully eject them out of his body. This hurts him causing 1 point of physical damage a turn. Each round of rubble deals 1d(special) to the target. No cooldown. (Active) (Special)
Dust Armor: Return to dust. Increases the resilience of all friendly units for 1d(resilience) rounds and slows movements of enemies by 50% for three turns. Four turn cooldown (Active)
Boulderfist: I’m Fookin’ INVINCIBLE!!!! Whenever Rocker attacks at a melee range, there is a small chance to summon a boulder in front of an enemy’s attack. 10% chance to negate one enemy’s attack,1% chance to negate all damage dealt to Rocker that turn (Passive) (Resilience)
Landslide: When faced with an impossible army and no retreat, cause a landslide. If on uneven ground, Rocker can destroy the higher ground and drop it onto their enemies’ heads. Deals 4 damage even and has a large chance to trap the enemy under the rubble. They take 1 damage of physical damage per turn until they get out. He can only do this once per high ground. Enemies buried cannot use AOE skills until they are returned to the surface (Active) (Physical)

Hm. Light Frame and Like a Rock can probably be combined into one perk. Also, you only took 4 perks, you get an extra one since you have 2 flaws.
Rocky Handling is less something to put as a perk and more of a flavour thing, unless you want to stat it up as a passive regen that works as long as there is rubble/rocks(preferably the former, because there are ALWAYS rocks) in the area, or something else depending on what 'absorbing' is meant to do.
Deadeye seems fine. Situational, but it can give you a bit of an edge. It's underpowered, if anything. Maybe make it 'once every X turns' he can see one weakness an enemy has?
Lower the AK-47's damage to 1d10.
Weighted Training Clothes are kinda underpowered, up the RES to 3.
How much is Dust Armor meant to increase RES by for those turns? Also, lower it's duration to 1d(resilience/2).
Give a percentage chance for Landslide. You might want to increase that base damage to something like 1d6-1d8 as well.
